310 MW Wind project in Iowa

GE to Supply 207 Wind Turbines for MidAmerican Energy Company's Wind Generation Project310.5-MW Wind Project Will Be One of World's LargestORLANDO, FLORIDA (November 30, 2004) — GE Energy has been selected as the wind turbine supplier for MidAmerican Energy Company's 310.5-megawatt project in Iowa that, when completed in 2005, will be among the world's largest wind generation facilities.Owned by MidAmerican Energy Company of Des Moines, Iowa, the project is being developed by enXco, Inc. and Clipper Windpower. The project is located at two sites in north central and northwest Iowa. The sites will utilize 100 and 107 of GE's 1.5-megawatt wind turbines, respectively.The MidAmerican project is among the $1.3 billion in U.S. wind project orders and commitments for 2004-2005 recently announced by GE Energy. The project will supply enough wind power to meet the annual electricity needs of approximately 85,000 homes.The wind turbines will be installed across approximately 20,000 acres of land leased from area farmers. With only a small footprint utilized by each wind turbine, the land area will continue to be used by local farmers for farming and ranching. Pivotal Cape Wind Farm Report Looks Favorable
17 Federal and State Agency Report reveals energy, environmental and economic benefits of offshore wind farm

Boston, Massachusetts [RenewableEnergyAccess.com] The proposed 420 MW offshore wind farm proposal from the Massachusetts-based Cape Wind Associates has undergone nearly three years of intense research to determine its potential effects on the area. During that time, the proposal has been met with both sincere anticipation from renewable energy proponents and fierce, organized opposition. The project now enters a new phase with the official completion of the 3,800 page Draft Environmental Impact Statement (DEIS) released by the Army Corps of Engineers. The report appears to assuage some persistent concerns that have been levied upon the project and may well be one of the project's last major hurdles before planning permission.

The report combines three years of scientific, environmental and economic analysis and includes the input of 17 federal and state cooperating agencies with inclusive public participation. The report's release will start a 60-day public comment period, during which four public hearings will be held. "This report is a big step toward greater energy independence, lower energy costs, new jobs and a healthier environment," said Jim Gordon, President of Cape Wind. "The release of this report represents a notable victory for an informed public dialogue during the permitting process given the sustained campaign by project opponents to keep this report from ever seeing the light of day. This is great news for citizens hoping to turn decades of rhetoric into action on renewable energy." The release of the Draft Environmental Impact Statement follows two positive reports from the Massachusetts Energy Facilities Siting Board and the Department of Energy that also found that the Cape Wind project would produce important energy, environmental and economic benefits for the region."Natural gas and oil prices have reached record heights; the Cape Wind DEIS is a timely reminder that we can take steps to fight back. Harnessing wind power will help propel us toward a healthier environment and increased energy security and independence," Gordon said.Cape Wind Associates, the project developers, outlined some notable findings in the US Army Corps of Engineers' DEIS:Energy Cape Wind would reduce energy costs in several ways. Energy produced by Cape Wind will displace an equivalent amount of energy that would otherwise have been needed from more expensive fossil fuel sources. Cape Wind will place downward pressure on the price of electricity in any given hour in the New England spot market for all consumers. By decreasing the region's overall dependence on, and demand for, natural gas, Cape Wind would save money for natural gas customers by helping to stabilize volatile gas price fluctuations. Cape Wind would reduce the cost of compliance with the Renewable Energy Portfolio Standards (RPS) for Massachusetts electricity consumers. Cape Wind will also contribute to reducing the region's dependency on foreign oil.Economic The manufacturing, construction, and operation of Cape Wind would have a positive economic and fiscal impact on Barnstable County and on the Commonwealth of Massachusetts and adjacent areas of Rhode Island. The report estimates that 600 to 1,000 new jobs would be created during the construction period.The combination of direct, indirect and induced effects of Cape Wind would generate permanent economic changes in Massachusetts during the operation phase, most of which would be concentrated in Barnstable County, that will result in annual permanent increases of the following: 154 jobs, $21.8 million in economic output; $10.2 million in value added; and, nearly $7 million in labor income.According to the United States Department of Energy, Cape Wind would also have economic benefits at the national level on the US economy in the range of $1.5 to $2.0 billion.There is no expected adverse impact upon local real estate prices or tourism. Cape Wind will likely have a negligible effect on the use of recreational resources and a positive effect on tourism in general for Cape Cod and the Islands. It is conceivable that the additional tourist activity could result in an increase in other recreational activities in the area.Air Quality, Health and Global Warming Cape Wind could significantly reduce the amount of pollution we breathe and help to reduce mercury emissions, ozone and acid rain in region. Cape Wind could have an annual cumulative beneficial effect on public health estimated at approximately $53 million dollars resulting from reduced power plant pollution.Cape Wind provides an opportunity, and an example of how to achieve a significant annual and long-term reduction of greenhouse gases emitted by fossil fuel plants to help stem global warming. Cape Wind would offset approximately one million tons of the greenhouse gas carbon dioxide annually.Fishing Cape Wind is not anticipated to have substantial impacts on commercial fishing activities currently occurring, since Cape Wind will not request any restrictions on fishing within the wind park during its operations and given the wide spacing between wind turbines and that the electric cables will be buried at a minimum depth of six feet. Temporary impacts to all vessels (including commercial fishing vessels) will be limited to the temporary confined work area around the cable and each wind turbine actively under construction during installation. Due to the wide spacing of the wind turbines, the physical presence of these structures should not interfere with recreational fishing activity, including maneuvering of recreational vessels or using recreational gear. The presence of the turbine foundations may in fact enhance recreational fishing for certain species such as Atlantic cod, black sea bass, and scup. Given that no substantial adverse impacts to finfish and commercial/recreational fishing are anticipated from Cape Wind, no net change in the socioeconomic condition of the fishing industry on the Cape and Islands is expected as a result of the wind park.Sea Navigation It is expected that the construction and operation of Cape Wind will not substantially adversely impact general commercial/recreational vessel navigation or ferry operations in this area of Nantucket Sound. The large spacing of the wind turbines of .34 nautical mile by .54 nautical mile would allow those vessels not restricted by depth to pass easily between the wind turbines. The risk of a vessel colliding with a wind turbine is low, given the Wind Park's location away from typical vessel routes, the small diameter of the towers, and the large spacing between the wind turbines.Air Navigation The FAA issued a Determination of No Hazard to air Navigation regarding Cape Wind. Specifically, the FAA found that Cape Wind would have no adverse impact upon: air navigation, communications, radar, control system facilities, air traffic operations enroute through Nantucket Sound under VFR conditions, air traffic operations inbound, outbound, or enroute through the Nantucket Sound airspace under IFR conditions.Ocean Ecology The wind turbine foundations will provide additional hard substrate habitat for benthic life (dwellers of the ocean floor) and may attract types of fish such as Atlantic cod, black sea bass and scup, however given the turbine spacing, these isolated structures will not substantially alter the ecology of Nantucket Sound.Modeling simulations to evaluate underwater sound during all phases of the project suggest that impacts to finfish from normal operation of the wind turbines would be minimal or non-existent.Temporary avoidance behavior in marine mammals and sea turtles in the project vicinity is expected during project construction, similar to avoidance behavior observed during heavy pleasure boat use, ferry traffic or heavy fishing activity. Underwater sound levels during construction at and beyond the 500 meter safety radius are below the level suggested by NMFS for preventing injury or harassment to marine mammals and sea turtles. Once operational, the presence of the wind farm is not expected to substantially impact marine mammal and sea turtle movement and populations.Birds At most wind power facilities, the numbers of bird fatalities have been low overall and are orders of magnitude smaller than from other human causes of bird fatalities. The estimated small number of birds killed by wind turbines is unlikely to cause bird population declines.Two federally-listed bird species (the endangered Roseate Tern and the threatened Piping Plover) were evaluated to determine if Cape Wind is likely to result in adverse impacts to these species as required by Section 7 of the Endangered Species Act. Population modeling and analysis of potential impacts show that it is unlikely that biologically significant risks to these two avian species could result from the construction/decommissioning or operation/maintenance of Cape Wind.Detailed bird activity mapping in Nantucket Sound from radar, boat and aerial observations are provided in the DEIS. There is less bird activity over Horseshoe Shoal than in many other areas of Nantucket Sound.Sand and Ocean on Horseshoe Shoal The installation of the project will have a similar impact on the sea bottom of Horseshoe Shoal as is experienced during a storm, only in a more limited area. Cape Wind's operations will not substantially impact sand waves, currents, or waves in Nantucket Sound. Cape Wind will not have any measurable impact on water temperature.Visual The project will be visible from areas of the shoreline and from other areas of Nantucket Sound. Daytime and nighttime visual simulations from several points on shore are provided in the DEIS. The visual simulation and impact evaluation methods were applied conservatively, generally providing the most visible portrayal of the wind park. The simulations used clear sky conditions with almost no visual screening from topography or vegetation and they do not take into account the blocking effect of the curvature of the earth or haze on the horizon.Noise Based upon modeling, no noise impacts from the operations of the wind turbines are expected for boaters approaching Horseshoe Shoal. Boaters traveling within Horseshoe Shoal may hear wind turbine noise depending on their location, weather conditions, and on the amount of noise coming from their own boat. People onshore will not hear the operations of the wind turbines or the foghorns that will be used when needed for marine safety that will have a range of one half mile. At two shore locations, Point Gammon, and Cape Pogue, in certain weather conditions, some turbine foundation pile driving sounds may be slightly audible during the installation of the project.Alternative Sites An assessment and comparison of fossil fuel fired power plants as well as other types of renewable energy were made. Each was studied for reliability, the current status of the technology, its ability to serve regional need, and its associated environmental impacts. Fossil fuel power is reliable but produces unwanted air emissions which contribute to regional air quality issues. Biomass also produced air emissions. Solar is not economically suitable for a large scale generation project in New England. Wave and tidal technology require further development before they can be feasible for a large scale application in New England.Seventeen sites were evaluated in New England for wind power, eight upland locations and nine offshore locations. Through the preliminary screening of the 17 sites, six sites were selected for additional environmental review and comparison. Horseshoe Shoal was shown to be technically, environmentally and economically preferable to other alternative sites.

A Balanced Energy Plan for the Interior West
Adding significant amounts of renewable energy resources and energy efficiency measures to the Western power grid between now and 2020 would reduce regional electricity costs by billions of dollars, according to a study by Western Resource Advocates. The study, “A Balanced Energy Plan for the Interior West,” concludes that using more renewables and efficiency in Colorado, Utah, Arizona, New Mexico, Nevada, Wyoming, and Montana would also create a more secure business climate by reducing economic and environmental risk. In some risk scenarios, the region could save $5 billion annually by adopting a more balanced plan.

A WINDFARM in West Cumbria is poised to almost quadruple in size by Christmas. Two Cumbrian firms have been contracted to take the number of turbines at Winscales, near Workington, from three to 11. Ken Hope’s civil engineering business at Rockcliffe, Carlisle, and Barrow-based electrical engineers Agrilek have three-month contracts for the work. The first three turbines were built on East Town End Farm five years ago despite strong opposition from parishioners. The new turbines are being supplied by Danish company Vestas-Celtic.

The country is depending on imported oil for well over 90 per cent of its current and growing energy needs. Riding on the winds of change, the Prime Minister last Thursday officially opened the Wigton Windfarm in Manchester. Wigton is reputedly one of the most efficient windfarms anywhere in the world. Warming to the theme of energy conservation, Mr. Patterson used the occasion to announce that the Petroleum Corporation of Jamaica (PCJ) and the Airports Authority of Jamaica are moving together to make the Norman Manley International Airport a model of energy efficiency as the most energy-efficient building in Jamaica.

PRIME Minister P J Patterson says the opening of the Wigton Windfarm in Central Manchester marks the first major step in almost tripling renewable energy usage in Jamaica within seven years. Patterson, who was speaking at the commissioning of the windfarm on Thursday, said the government wanted to increase renewable energy as the global jump in oil prices has been "impacting negatively on Jamaica's inflation, its rate of exchange, and is increasing airfares which in turn could reduce tourism arrivals".

Vestas RRB India, an independent power producer (IPP) based on wind energy, will generate an additional 100 mw of power before March 31, 2005 by setting up wind farms in Tamil Nadu and Karnataka, its managing director Rakesh Bakshi said today. Vestas RRB, an Indo-Danish joint venture, now generates 350 mw of power through its wind farms in seven states in the country including Tamil Nadu, Gujarat, Maharashtra and Kerala.

Iberdrola Plans to Build Wind-Energy Parks in Mexico, BrazilBloomberg, Brazil - 11/17/2004
The Madrid- and Bilbao-based company will build 100 megawatts of wind generation in the state of Oaxaca, Mexico, enough to light a city of 100,000 people, and another 50 megawatts in the Brazilian state of Rio Grande do Norte, the company said today in an e-mailed statement. Under the name of “El Patagón”, the Brazilian oil company Petrobras inaugurated this weekend the first gasoline station in Patagonia that functions with a combination of conventional and Aeolic (wind) energy. Windy Patagonia is Argentina’s leading region in developing aeolic energy and between 7 and 10% of Comodoro Rivadavia’s electricity is generated by the country’s largest park of wind turbines.

Community invited to wind farm meetingsABC Online, Australia - 11/23/2004
A series of community meetings will be held to discuss plans for a controversial wind farm along the Molonglo Ridge, south of Queanbeyan. The company behind the proposal, EHN Oceania, will hold meetings in Carwoola, Burra, Lyons and Queanbeyan starting next week. EHN Oceania wants to build a 60 turbine wind farm along about 10 kilometres of ridge line. The company's Stephanie Rice says the meetings will give residents the chance to express their views and to learn more about the project. "This is just the start of consultation and we're really inviting people to come and find out more and then follow along with us throughout the studies," she said.

A window of clear weather on Saturday morning gave the building teams at Te Apiti wind farm a chance to "top off" the last of the field's 55 turbines. It brought to an end a six-month building phase, started with the April arrival of the turbine and the giant 400-tonne mobile crane that's been creeping about the site's roads. Preparation work began in January, and was knocked back by the February floods. The last 10 turbines are expected to be commissioned by the end of the month, making Te Apiti's full potential of 90MW available to the national grid.
Council rejects Kemmiss Hill wind farm planABC Online, Australia - 10/15/2004
Origin Energy says it is committed to establishing wind farms in suitable areas of South Australia despite having its application for a farm at Kemmiss Hill, south of Adelaide, rejected by the Yankalilla Council. The council says the farm, which was to include 15 turbines, two wind monitoring masts and a sub-station, would have had a negative impact on the area's visual amenity and character. Origin Energy says it will continue to seek out sites in South Australia for wind farms.

Walvis Bay to Lead the Way With Wind-Generated PowerAllAfrica.com, Namibia - 09/16/2004
WALVIS BAY will become the first urban centre in Namibia to make use of wind generated power. The harbour town's Council recently approved a N$2,2 million project for the installation of a 100 kilowatt generator near the Mile 7 reservoir east of Walvis Bay on the way to Rooibank. Gerhard Coeln, General Manager for Energy at the municipality told The Namibian that the completion of the installation of the first generator was expected from August 2005 onwards. "Once the donor money have been received and contracts are in place the project will start immediately."

Jeff Odera smiles contentedly as he gazes at his newly installed wind generator at his home on the outskirts of Kenya’s capital city, Nairobi. “I am pleased to have access to a reliable personal power and I feel highly relieved from worrying about costly electricity and kerosene bills,” he says. Odera, who does not have access to grid electricity, bought the wind generator dubbed the ‘wind cruiser’ from a Nairobi-based firm known as Craftskills Enterprises at 590 US Dollars. He says the machine produces enough energy to provide lighting to his homestead and power household electric appliances. Craftskills Enterprises started working on wind power machines in 2001 and so far has been able to manufacture wind generators and their accessories, which are sold all over the country.

North Carolina Economic Development
Offshore wind farms are wind developments located in submerged lands, lands that are owned by state and federal governments. Local communities can benefit directly and indirectly from offshore wind facilities once a system is established that will channel monies to these affected local communities. An increase in local services to support new jobs created from offshore wind farm development, a preferential bidding system, and existing community development programs are some ways in which a local community could benefit indirectly.

Offshore wind: Europe’s major indigenous energy source could satisfy all of Europe’s electricity demand

Whilst land-based wind farms will continue to provide the core contribution to ongoing development, the new frontier for wind energy is offshore, said the European Wind Energy Association at 2004 EWEC, the wind industry conference in London today. Wind power on course to become major European energy source by end of the decade

The European wind industry is capable of reaching a target of 75,000 MW of wind power by 2010, said industry leaders as over 4,000 participants gathered for the European Wind Energy Conference & Exhibition (EWEC).28,500MW has been built to date in Europe. The European Wind Energy Association's target of 75 GW would provide electricity equal to the needs of 86 million Europeans, deliver one third of all new EU generation capacity and meet one third of the EU's total Kyoto commitment by 2010.

Security of energy supply: offshore wind can be the answer to Europe’s energy crunch

Europe’s energy imports are set to rise from 50 to 70%, while demand for oil and gas is increasing worldwide and at the same time supply is constrained. The offshore wind power industry has the potential of developing into an industry the same size as the offshore oil and gas. Industry estimates from the European Wind Energy Association, EWEA, show that a sea area of 150,000 square kilometres with a water depth of less than 35 metres for offshore wind could provide enough power to satisfy all of Europe’s electricity demand.

World Renewable Energy leaders announce China wind push

During four days of discussions in Beijing, Greenpeace, the European Wind Energy Association (EWEA) and the Chinese Renewable Energy Industry Association (CREIA) have formed an historic partnership, committing themselves to ensuring that wind power plays a key role in China's energy future. Due to rapid economic growth, China has faced power shortages and a huge increase in energy imports in recent months. The groups pledged to assist China to "meet, if not exceed, the new Renewable Energy targets" it announced in Germany in June.

Renewable Portfolio Standard Adopted by New York State
24 September 2004 - AWEA applauds the New York Public Service Commission, PSC Chairman Flynn and Governor Pataki for their efforts in promoting and adopting a Renewable Portfolio Standard for New York. The Renewable Portfolio Standard (RPS) adopted on Wednesday will establish the state as a leader in the field of renewable energy and ensure that by 2013 New York citizens get 25 percent of their electricity from clean, renewable energy sources such as wind power. Wind Energy Tax Incentive Wins Extension to End of 2005
24 September 2004 - Washington, D.C.--The American Wind Energy Association (AWEA) said today that the wind energy Production Tax Credit (PTC)--a critical factor in financing new wind power installations--will be reinstated through 2005 as part of a major tax package (H.R. 1308) extending a number of individual and business tax provisions. The House and Senate approved the bill last night, and President Bush is expected to sign it into law. The PTC provides a 1.5 cent-per-kilowatt-hour tax credit (adjusted annually for inflation) for electricity generated with wind turbines. AWEA News Release
Second Quarter Market Report: American Wind Industry Needs Consistent Business Environment to Bring Wind Power's Promise to the Country
10 August 2004 - Wind projects totaling more than 2,000 megawatts (MW) in capacity - enough to power more than half a million American homes - are awaiting the expected renewal of a major federal tax incentive, AWEA said today in its quarterly U.S. market outlook. New York Governor's Renewable Energy Initiative Takes Big Step Forward
4 June 2004 - AWEA today welcomed the Recommended Decision by a New York Administrative Law Judge on the renewable energy requirement announced by Governor George Pataki to generate 25% of New York's electricity from renewable sources by 2013, up from about 18% today. The decision comes on the heels of announcements regarding two large wind energy projects in the state: the Long Island Power Authority (LIPA) is finalizing the selection of a developer to construct a 140-MW offshore wind farm, and the NY Public Service Commission (PSC) recently provided the necessary approvals for a 300-MW wind project in up-state New York. 18 June 2003 - Wind energy is already helping to reduce the current natural gas supply shortage in the US, and could be deployed rapidly over the next few years to bring it under control, according to AWEA. 24 January 2001 - The New York Public Service Commission took action to increase funding for wind, solar and biomass energy sources and for energy conservation. The decision will provide $47.5 million over five years for development expected to result in construction of over 200 megawatts of wind turbine generating capacity in New York State, enough to meet the annual energy needs of 84,000 homes. Wind Energy Grabs Lion's Share of Awards in California Auction
4 January 2001: Wind energy's growing economic competitiveness was underlined by its overwhelming showing in a recent California auction for $40 million in state incentives to new renewable energy projects. According to results released recently by the California Energy Commission, wind projects amounted to 439.05 megawatts (MW) of the total of 471.339 MW selected, or 93% in nameplate capacity.
